Arthur Bailey entered the Royal Navy 20 July 1895, his official number was 184,500 and his service record both as a rating and as a Warrant Officer is available at the National Archive. His entitlement to the Naval Good Shooting medal as a Petty Officer aboard the battleship HMS Formidable is confirmed on the medal roll; in 1907 only two medals were awarded for BL 12 inch guns. The medal was only awarded to the gun layer of each gun crew who successfully recorded the prescribed number of hits on the target in the set time allowed. 

Arthur bailey was promoted to the Warrant Officer rank of Gunner on 30 January 1914, and was appointed to the battleship HMS Iron Duke, Flagship of Admiral Sir John Jellicoe, commanding the British Home Fleet. Whilst serving in this ship he took part in the Battle of Jutland on 31 May 1916. His next appointed in February 1917 was to the battleship HMS Revenge, Flagship of Admiral Sir Charles Madden, commanding the 1st Battle Squadron, Home Fleet. His war service in these two ships where he was borne for "instructional duties' was recognised by the award of the MBE (Military), London Gazette 17 July 1919. He was one of only 17 Gunners to be awarded the MBE for their services in World War I

In May 1920 he was appointed to the light cruiser HMS Dido where he was borne for 'Squadron Director Duties, Local Defence Flotilla, he remained in this ship until placed on the retired list in 1922, being one of many Warrant Officers who fell victim to the severe cut backs in the Royal Navy during the 1920s.

Whilst on the retired list he was promoted top Commissioned Gunner, his seniority was backdated to his appointment as a Gunner. He was not recalled for service in World War II and died on 13th November 1953.
